Atracker is a self-hosted tracker for media buyers. You install it on a VPS, import campaigns from Keitaro or Binom, and put ad spend next to clicks and conversions. The bill is a license for your server, not a fee per click. It is not the iOS time-tracking app that shares the name.

There is a 14-day trial and no card is required. After that it is a license you run on your own server, not a per-click plan. Managed hosting exists if you ask for it. The public site does not print a dollar price. The VPS is a separate bill.
